De har aldring tidligere været nedskrevet eller rutinemæssigt håndhævet, der eksisterede ingen appelmulighed, og disse mangler fik medarbejderne til at føle,at deres skæbne var uvis. De vidste noget skete,men ikke hvorfor. De vidste,at der var bestemte ting,der blev misbilliget,men ikke hvor meget eller hvor lidt. Straffe blev pludselig anvendt uden varsel om,hvad de ville bestå i eller for hvilke forseelser. Dette er derfor en Disciplinærkodeks, som vi altid har brugt i større eller mindre grad, tydeliggjort så alle kan se den, med begrænsninger mod for høj en straf og en appelmulighed for dem, der er blevet uretfærdigt behandlet. Denne kodeks af overtrædelser og deres straffe er hermed fastlagt og udtrykt i policy. En manglende beskrivelse af overtrædelser, straffe og appelmuligheder gør alle usikre og udsætter dem for ledelsens luner.
