Først en redegørelse for den universelle og den selektive velfærdsmodel med særlig vægt på civilsamfundets rolle. I redegørelsen vil der blive kigget nærmere på, hvilke muligheder og begrænsninger en social udsat har. Analysen indeholder en undersøgelse af, hvordan man eventuelt kan reducerer madspild og dermed kan afhjælpe et socialt problem. Herefter en præsentation af idéen bag organisationen Flensburger Tafel. Til sidst et kig på, hvilke ”gevinster” der er ved et sådan initiativ. Endelig en vurdering af hvilke politiske, økonomiske og sociale betingelser, der skal til i Danmark for et tilsvarende tilbud kan lade sig gøre.
